1. CICPA Pass

The Critical Infrastructure and Coastal Protection Authority (CICPA) is the authorized organization responsible for overseeing the safety and protection of Abu Dhabi’s infrastructure and resources. CICPA is tasked with providing security clearance to organizations and personnel working in critical industries within Abu Dhabi.

In Abu Dhabi, the CICPA security pass covers security clearance and permits for permanent land, permanent marine, non-permanent security, vehicles, and vessel clearance. All firms with employees working in Abu Dhabi’s onshore, offshore, and free zone areas must register with CICPA before their employees can acquire security permits.


Importance of CICPA Pass

The CICPA security pass grants access to restricted ports and field locations. Specific areas cannot be accessed without the appropriate CICPA permit. Each CICPA pass is unique and must be applied for individually.

Organizations in the oil and gas sector (ADNOC) must register for CICPA permits for employees accessing critical infrastructure locations, including oil rigs, refineries, and power plants. This process also requires Supreme Petroleum Council (SPC) approval.

Licenses can be issued for vehicles, vessels, and drivers, as well as for specific activities like photography. If your firm or employees will be working in these regions, obtaining a CICPA security pass is essential.


Company Eligibility to Apply for a CICPA Pass

To apply for CICPA passes, companies must meet the following criteria:

  • Hold an Abu Dhabi Trade License.
  • Be registered with the Abu Dhabi Chamber of Commerce.
  • Obtain approval from the Supreme Petroleum Council (SPC).
  • Have a contract with a concession-holding firm and receive an invitation letter (LOA) from ADNOC.

Who Cannot Obtain a CICPA Pass?

Individuals with the following visa types will be denied security permits:

  • Freezone visa (except for certain zones like Masdar City and twofour54—additional approvals apply).
  • Visit visa.
  • Tourist visa.
  • Non-Abu Dhabi-issued visa.

The Process of Applying for a CICPA Pass

Before applying for CICPA passes, several steps must be completed:

  1. Only employees of Abu Dhabi companies are eligible for CICPA passes (for ADNOC-controlled CICPA locations). Temporary passes for workers from other emirates are not permitted.
  2. Fill out the application form using the Permit Program (available in Arabic only).
  3. Complete the introductory documentation.
  4. Attach the necessary supporting documents based on the type of permit you intend to apply for.
  5. Submit the application to the Security Permits Section’s headquarters.
  6. Only the registered business PRO or the company owner may apply for the permits.

Some CICPA regions may fall under other jurisdictions, allowing for the possibility of obtaining a CICPA pass through a firm from a different emirate if the CICPA area is not under ADNOC control. Causeway Typing can provide more information on this matter.


Documents Required for a Company to Apply for CICPA Passes

To apply for CICPA passes, a company must submit the following documents:

  • A fully completed application form.
  • Business trade license copy.
  • Authorization by the signatory’s signature.
  • A letter from the firm requesting the opening of a file and approving a PRO.
  • Authorization from a certified PRO.
  • Contract signed with a concession-holding firm (LOA).
  • A cover letter from the Supreme Petroleum Council for the contract.
  • Completed introduction form for the PRO.
  • A personal photo (4cm x 6cm, with a white background).
  • PRO’s Emirates ID, passport, and visa.

2. Abu Dhabi Airports Company (ADAC)

Abu Dhabi Airports Company operates five airports in the capital emirate: Abu Dhabi International Airport, Al Ain International Airport, Al Bateen Executive Airport, Delma Island Airport, and Sir Bani Yas Island Airport. It also manages The City Terminal and the Expo Terminal in Abu Dhabi National Exhibition Company (ADNEC).

Each of these airports serves specific travel segments while offering various commercial opportunities, including retail and F&B concessions, hospitality services, advertising, parking, and property management.

3. Abu Dhabi Ports Passes

Abu Dhabi Ports issues various passes and permits to visitors based on the frequency of access to our ports or work conditions. For all port passes and permits, the appropriate application and related documents must be submitted to the relevant Port Pass Office, along with applicable fees.

Passes may also be requested online through the online registration service.


Types of Passes

  • Annual Pass: For companies or organizations that operate within a port facility or have a long-term contract to supply goods or services to Abu Dhabi Ports.
  • Short Term Pass (30 Days): For employees of companies with short-term contracts to supply goods or services to Abu Dhabi Ports.
  • Daily/Temporary Port Pass: Issued 24/7 to drivers delivering goods to or from the ports.
  • Visitor Port Pass: Issued online and valid only on the day of issue. The visitor's sponsor must send a written request to the Abu Dhabi Ports Security Department at least 24 hours prior to the visit.
  • Photography Permit: Required for photographers to take pictures inside the port premises. A written request must be submitted five working days prior to the shoot date.
  • Equipment Entry Permit: Required for bringing any machinery and equipment into or out of the port. A request must be submitted before the movement of goods.
